Bug#97500: info sections clobbered by individual commands

The info dir on Debian systems becomes large really, and having all
individual commands in packages like binutils, id-utils, sharutils,
sh-utils, fileutils, and textutils, listed in their sections does
not help really, although I it may be useful to have them in the dir.

I suggest to create some "Individual Commands" section, and possibly
to force it to be the last section in the dir, to solve this problem.
