Yes, it is.  There's a reason why each entry starts:

  ?package(<name>)

Anyway, that's not really relevent -- /usr/share is for
architecture-independent static files.  The FHS doesn't grant
exceptions for files that would cause breakage if they actually were
shared between different machines.
