BTS and maintainer addresses.

We would not need to do that if we didn't consider the Maintainer
fields in .deb packages the only and exclusive authoritative source of
maintainer addresses for the Bug System.

Ideally, one should be able to do this:

echo "maintainer unzip sanvila@debian.org" | mail control@bugs.debian.org

In AJ's words, we just need someone who has the time, interest and
ability to implement that in the BTS.
