RFC: upstream URLs / packages.d.o / .dsc files

The packages.d.o pages are already a valuable resource. One way I
could see them be even more helpful would be to provide links towards
upstream web pages.
That would be useful for developpers to quickly look if a new upstream
release is available, as well as for users to easily get more
information about a package.
If anyone has objections, please raise them now :)
I'm not sure how those pages are generated - that is, what data it
takes as input. I just hope it does not use the Packages files only,
as such information clearly do not belong to this file.
I was thinking about adding a URL field to the .dsc files. This
should add only the minimum of data (no duplication among arches).
Does this look OK to everyone ?
