Basically, people get into an IRC channel (we use #debian-bugs), there's a
list of buggy packages, taken from the BTS and people start claiming bugs,
they fix them and upload new packages to Debian.
For other bugs, they only discuss about it, and conclude it's not RC, or
they send a patch, or send extra info, which might help the maintainer, etc.
