debconf is at least imporant; and the two required packages that depend on
debconf (console-tools and console-data) are probably more appropriately
demoted (to important/optional even).

There's a list of this maintained by Santiago somewhere under
http://ftp-master.debian.org/~sanvila/ which ftpmaster'll chip away at
for a bit.
