Sorry, I havn't followed logcheck development.
If I understand right the rules in paranoid.d are a subset of
server.d and those are a subset of workstation.d (I can't imagine that
someone likes to read messages on a workstation which aren't interesting
in a paranoid or server setup.
So why not checking the rules in paranoid.d first than in server.d
and after this the additional rules in workstation.d instead of perhaps
copying the paranoid rules to all other files.  This would mean you
need only a single flag
   LOGCHECKDEPTH={paranoid,server,workstation}
which tells how deep the checking should be done.
If this is what you wanted to suggest just forget this mail.  If not it
might possibly makes sense.
