And it wasn't. For interested parties,
http://samfundet.no/~tfheen/debian-patches/pam_tmpdir.tgz is the
module - pop it into a pam source tree in the modules directory. A
line similar to
session optional pam_tmpdir.so
should do it and create a /tmp/user/$UID directory.
