Er, no, the BTS will not forward it automatically to -devel, but to wnpp@d.o
list. Unless someone has implemented it while I wasn't looking...
You need to put `X-Debbugs-Cc: debian-devel@lists.debian.org' header (real
header, not pseudo like Package) in order for the BTS to CC: the mail (with
the bug number in the subject line) to -devel list.
