Because for example silo is the only way to boot sparc and we don't want to loose that functionality? And I think that currenlty or in the future also other important packages like that may appear in the wnpp list and having the concept with automatical removal, we will loose this packages, which is not acceptable. And having one or two people taking care of those packages should be not hard to find.
