To put it simply, the capabilities system is not mature enough for being
generally used out of the box by a distribution.

One year ago I wrote a patch for start-stop-daemon which allows to raise
individual capabilities in a process, but to be used it need a init(8)
wrapper.

I'm closing this bug, because distributions can't easily support
capabilities.
