The answer is very simple. Provide a way so that upgrades to a split
dpkg/dselect will not break for people who are already using dselect
Remember they may be using dselect during this upgrade, and making dpkg
pre-dep on this new dselect package is not an option, else you will not be
able to remove dselect.
