While we're at it:

given that many of our programs have manual pages under /usr/man:

can we put something somewhere in the debian-install process that
informs the user of the 'man' program?

(feel free to suggest other examples)

Isn't this what documentation is for?  IMHO, dbootstrap is probably
the worst place in the world to put something like "by the way, once
you get done playing with the menus and swapping CD-ROMs, you can look
at gzipped files with zless."

On a more serious note: if it's not documented in the user's guide or
the GPLed New Riders book, then we have a problem...

I'm also fairly sure there's some magic sequence that will tell less
to automatically gunzip files, but I'm not sure our default config
uses it.  Perhaps that would be helpful.
