Sizes of TeX buffers can be changed in /etc/texmf/texmf.cnf. Don't forget to
run texconfig init afterwards!

BTW: this is kind of documented in the teTeX FAQ
(/usr/doc/texmf/tetex/teTeX-FAQ.gz, question 24)
