What extra line? Are you referring to this?

  $(MAKE) distclean

If you are, "make distclean" will make debian/rules exit with error
if there's no Makefile. There will not be a Makefile when the package is
built from scratch, and the same applies if you manually run
'debian/rules distclean' prior to 'debian/rules binary'.
