...it means libqt2.2 has to be already installed becacuse libqt2.2-dev
*depends* on libqt2.2.

...but qt2.2 seems broken on this machine because /usr/lib/libqt.so is a
symlink to /usr/lib/qt2/lib/libqt.so, and /usr/lib/qt2/lib/libqt.so is a
symlink to /usr/lib/qt2/lib/libqt.so.2.2.1, and libqt.so.2.2.1 is a part of
package libqt2.2.

...and configure can only confirm above problems.
In case of missing libpng-dev from Build-Depends this is O.K.
qtcups doesn't need libpng or libpng-dev at this moment. configure in this
package check libpng because it use standard KDE macros. You don't need
libpng to build qtcups.
