.dhelp?

Hi

I have created a new binary package vnc-common. And now I have got
a number of bugreports. The strange thing is that it complains about
a .dhelp file.

http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=77754&repeatmerged=yes
says:

>The install process looks for a file at /usr/share/doc/vncserver/.dhelp that
>is not available unless the vncserver package is installed. The dependencies
>for this package should be modified, or better yet, the install scripts
>should be changed to not require this file.

By what is that file created and why is it installed in the
vncserver package and not the vnc-common package?
