Building an official mirror

Hi,

the Faculty for Physics, Ruhr-Universiaet-Bochum in Germany is
maintaining an unofficial Debian mirror for quite a while. Since we
have problems from time to time, we want now do it the right way and
mirror from official sources. We would like to include helix gnome,
too.

What would be the procedure (which people to ask what sources to
select) to set up a mirror officially?
