Ah, but "http://incoming.debian.org"; tells me a lot more than
"incoming.debian.org."

When I was told "incoming.debian.org," I naturally assumed FTP
would work.  And it did.  There is a "pub" directory and
everything.  No message comes up suggesting I use the web
instead.  There is an UploadQueue directory, which was
empty at the time.  I quite reasonably assumed everything
had been processed and was in unstable.

The point is, the message was not clear.  The existence of
an anonymous FTP server with no welcome message directing
me elsewhere actually led me to the wrong conclusion.  This
is broken.
