...yet again. Can the people working on the BTS set up a filter for
these (perhaps on "Distribution: Red Hat" if there is no unique header)
to reject, perhaps with a message to the submitter pointing them in the
right direction?

Or perhaps we can modify reportbug to submit to RH, although it's
probably not a fair trade until they release 7.1 :-)
