Why is dselect part of dpkg?

Hi,

I haven't used dselect in a long, long time and don't intend to ever
use it again, having discovered capt and aptitude. My question is why
dselect is part of dpkg, making it required. Wouldn't it make more sense
to split it off into a dselect package?

Thanks,
Aaron Lehmann
