I don't have a better idea, but if you want to use wrappers the
pentium-builder package seems to be a good choice:
Package: pentium-builder
Priority: extra
Section: devel
Installed-Size: 16
Maintainer: Joey Hess <joeyh@debian.org>
Version: 0.10
Architecture: all
Size: 3574
MD5sum: b8a1c19389c088fbc032e86dfd8162c8
Filename: dists/woody/main/binary-all/devel/pentium-builder_0.10.deb
Description: force pentium optimized compilation
Replaces gcc, cc, and g++ with scripts that build with pentium
optimizations, using egcc.
.
By default, after installing this package, the compilers will behave
normally. However, if the environment variable DEBIAN_BUILDARCH=pentium
is set, they will enter pentium optimized compile mode.

"Yes" merely uttered to please, or what is worse, to avoid trouble.
