atd runlevel



I'm not sure if there's a reason for this or if it is a bug. atd is started
at level 89, i.e. pretty late during the boot process which makes a lot of
sense. BTW it's the very same level where cron is started.

However, on shutdown atd is killed at level 89 as well. This seems way too
late to me. cron e.g. is stopped at 11. I cannot see a reason for this
behaviour, but before I report this as a bug maybe anyone else has an
explanation.
