32 bits uids/gids?

I'm looking to set up a system to manage a number of mail accounts, using
quotas.
So far, it looks like the way to go would be a recent kernel (32 bits
uids) with the usual userland utilities, except it seems those aren't
quite ready yet (I tried creating a user with uid/gid 100000, chown does
accept that high a number and when I try to login I get an error on
setgid).
What's the status of Debian on this? (glibc2 and ext2fs seem to support
this already).
