True. So the template could be optional and not dictated by
policy. e.g. does `libforms0.89' have such a line? If yes, then
assume the maintainer knows the answer confidently enough to
insert it; if not, either it's unclear or the maintainer simply
didn't put it in, and we must look for ourselves at the copyright
file to find out.
