It's not necessary. I quote the author:

Would something like that be allowed in non-free? I hope ng-spice will
work with oregano, I hope to package that some time, for non-free, if
possible, as at this point it is still using the original spice licence.
However, they claim to be still negotiating to get the original licence
changed so that ng-spice can be GPL'ed.
