I still can't see the problem. As long as there is a source package
bzip-old which builds the library which does not conflict with the
new bz2 packages everything should be fine. 

Oh, and there is another problem. What will happen on upgrade if 
there is only a new libbz2 which conflicts with the old. I am 
not entirely sure what apt will do under such circumstances.
