ITP: FreeSWAN for debian.
(The canonical term is Intent To Package. Sticking to the "Subject:
ITP: ..." convention helps folks that just skim the subject lines
(maybe with automated tools). I've changed the subject accordingly.)

1. Read the Developer Documentation at
<URL:http://www.debian.org/doc/devel-manuals>, probably starting
with the "New Maintainer's Guide". Most of these manuals can be
installed as a debian package and read offline.
2. Find a Debian developer that will sponsor you
<URL:http://www.internatif.org/bortzmeyer/debian/sponsor/>
3. Your sponsor has access to the debian machines and can test SWAN
with you.
Alternatively to 2 & 3: become a developer yourself.
