But if someone did package it, there's no reason why it couldn't
go in the Debian official archive (if the license suits non-free).

I can't think of (m)any packages suitable for this deb repository
that wouldn't suit the official archives.

Are people just too lazy to become developers these days? Won't
accept the responsibilities of quality control?
