i found the solution myself (sorry for asking):

/usr/lib/dpkg/methods/apt/update:

echo "Merging Available information"
rm -f $CACHEDIR/available
$APTCACHE dumpavail > $CACHEDIR/available
$DPKG --update-avail $CACHEDIR/available
rm -f $CACHEDIR/available
