The restrictions are different for different places.  For example, we
could send books to Cuba, but we cannot sell them to Cuba because of the
prohibition on commerce.  It would probably be legal, although I am not
certain, to allow people in Cuba to download CD images from the US, or to
send people in Cuba physical CDs for free, but not to charge them.  In
other cases, there are restrictions against commercial imports.  For
example, it is presently illegal to import commercial goods from Iraq.

The restrictions against commerce are largely independent of restrictions
based on the theory that crypto software is a munition.
