It is worth pointing out that netbase has only "standard" priority.  Since
whois seems rather useless without, say, ifconfig and route, then it seems
odd at best to regard it as higher priority.

This issue is significant because it is desirable for some users to be
able to configure a useful system using as little disk space as possible.  
Most users, of course, will choose to install all "standard" packages.

I think a "minimal" system implies the absence of a network.
