Maybe I should have mentioned "patch is untested".  It seems "obviously
correct" but at least have a hard look at it before uploading to
potato.  (woody has pgsql 7.0 so ignore that.)

What it does is paper over the problem of not having a config file in
place at the time of prerm.  One might wonder what *else* could go
wrong if you don't have /etc/postgresql/postgresql.env at that time.
