This bug has been reported at least three times. I reported it as 62867,
which is probably confusing because of the coincidental similarity to
62876. I noted in the BTS on each of 62746 and 62867 that they relate to
the other. I think 62766 is yet a fourth appearance of the bug.
This is definitely RC: you cannot successfully install or upgrade sshd
without hanging.
