User contribution rc scripts: new rc and rcS scripts

Hi all again

My new version (2) of /etc/init.d/rc and /etc/init.d/rcS scripts 
should work on installations that doesn't have cafe and tee 

Also dded parameter to /etc/default/rcS that enables or disables logging

In short: these new version should be something more robust and portable
