This is probable a bug in SSH. The non-free SSH's ssh-keygen once had a bug which caused it to occasionally generate RSA keys which had their Most Significant Bit unset. These keys are beeing advertised as being full-length, but are actually one bit shorter... Upgrade ssh and regenerate your keys.
