There are two that I have tried personally and am currently using the
second:

1.)  pppoed   http://www.davin.ottawa.on.ca/pppoe
      Licence: GPL

Note: This one requires kernel patching, and splits functionality between
kernel and user space.

2.) rp-pppoe (Roaring Penguin) http://www.roaringpenguin.com/pppoe.html
      Licence: GPL
Note: Uses user space (no kernel space) and requires no kernel patching.
RFC-2516 compliant
