are you sure, you have the correct line for non-US? Current ssh in non-US
looks like this

apt-cache show ssh

Package: ssh
Version: 1:1.2.2-1.4
Priority: optional
Section: non-US
Maintainer: Philip Hands <phil@hands.com>
Depends: libc6 (>= 2.1.2), libpam0g, libssl09, libwrap0, libz1,
