The menus created by update-menus are quite incomplete and I can't figure
out why.  Programs in /usr/bin/X11 are more likely to make it into the menus
than programs in /usr/bin.  Programs whose menu files list explicit paths in
their command strings are very likely to make it into the menus.  The one-line
menu file format works fine, but the other formats do not always work.  It 
might have to do with the program's use of files in /var/lib/dpkg.
I'm stumped.

This was a bug in the menu package, as you guessed, and should have been
reported against that package.

It was also fixed over the weekend.
