Likewise; too many US maintainers tend to assume that everyone has a
T1, access to a tier 1 mirror, etc.

How about:
a) when merging bugs at different severities, automagically raising
all merged bugs to the highest severity of the set
b) when merging open and closed bug reports, automagically re-opening
the closed bug report and then performing a) if necessary.
