Actually, I think even this policy leads to trouble.
- Package A is installed with conffile /etc/foobar
- I remove (but not purge) Package A, and install conflicting
package B that also has conffile /etc/foobar. I select to
_not_ use the package's version of the conffile.
result: I'm using package B with package A's conffile.
