I have no idea about FrontPage... but take a look at /etc/apache/http.conf
you will find a list with
#Loadmodules blablablabla
If blablablabla = libphp3 or the thing you are looking for uncomment it and
RESTART YOUR APACHE with '#apachectl restart'
To install php3 (i suggest you to use php4 that support sessions) apt-get php3
and for docs apt-get php3-doc
well... luck with that and if not write again
