Packages/programs missing in potato

Questions about packages in potato.

Programs related to rstatd/rup are found in the netstd in slink but
not in any packages in potato.

Also,  packages corresponding to
enlightenment-theme-clean_0.15.5-0.9.slink.1_i386.deb
enlightenment-theme-cleanbig_0.15.5-0.9.slink.1_i386.deb
enlightenment-theme-estepclassic_0.15.5-0.9.slink.1_i386.deb
enlightenment-theme-estepnew_0.15.5-0.9.slink.1_i386.deb
enlightenment-theme-ice_0.15.5-0.9.slink.1_i386.deb
are not found in potato.

Are there any reasons to remove them in potato?
