Divert mechanism vs. /bin/sh issue

I am not going to do this as I do not fully understand the divert mechanism.
I remember reading something about it but there is no manpage for dpkg-divert.
Why? Could somebody with sufficient knowledge step forward and finally
document that utility?

Me neither - perhaps base-files or base-passwd?
