The idea was to make the default alternative be the fullest and latest perl
available, no matter which combination of perls are installed.
If the admin specifically changes things so that /usr/bin/perl refers to
something that doesn't let you `use foo', then that's eir decision. They
could just as easily symlink /usr/bin/perl to a shell script that echoes
`PeRL SuX!!!11!!' and dies if they wanted to.
