A very small one, sans anything that doesn't get used or would get used
infrequently; installed from floppies (2.1.5), updated via downloads and
dpkg.

I don't have much outside of main. non-free/comm/ckermit is the one
that showed up, pine(4.10) is not in the distribution, and I don't know
how pgp5i would be labeled. That still leaves a large percentage
without a section field. Could it be a quirk of a floppy install...

... ok, I just had a look in non-free/i386/Packages,
every entry had a Section:,
not all the .debs have section fields in them...
I guess it is also a quirk of using dpkg -i.
