I don't think so. Bugs against lists.debian.org are not automatically bugs
against smartlist, however, when a bug against lists.debian.org is also a
bug in the smartlist package, I usually welcome that the bug is reassigned
accordingly. I think the bugs.debian.org/debbugs case is very similar.
