intent to package - tex4ht

I announced a couple of weeks ago my intention to package tex4ht - a tool for
authoring HTML using tex/latex. But I notice that it hasn't appeared in the
WNPP web pages, possibly because I wasn't registered as a developer when I
sent the message. So here is the 'intent' again, just for the benefit of the
WNPP maintainer.
By the way, after negotiations with the author, it will be able to go into
'main'.
