Bug progress graphs

A nice idea for after slink's release might be to have some graphs of
the status of the BTS. It might have graphs showing the number of
open bugs (total), and maybe the same but broken down into bugs of
each severity. A possibly more appropriate graph might be the average
number of bugs [of each severity] per package. This would give a nice
indication of whether, as a whole, the project is solving bugs or
not. I know that Wichert has done a version of this for the release
critical bugs; I think it might be nice for the project in general.
