Your .changes file does not have .orig.tar.gz file.  So it is assumed
that dsc uses dists/potato/main/source/utils/slocate_2.0.orig.tar.gz
file in the archive as the original source.

If you really want to re-upload orig.tar.gz, build it again with
dpkg-buildpackage -sa option.
